Dicke has been with the LRNRD since 2014. He holds a bachelor of science in natural resources from the University of Nebraska - Lincoln (Institute of Agriculture and Natural Resources) and he holds a master of community and regional planning from the University of Nebraska - Lincoln (College of Architecture).
Growing up on Harlan County Reservoir, Scott understands the delicate balance of water as the regions primary economic component. Scott has nearly 20 years of experience and background in policy and regulatory compliance within the water and environmental field. He supports leadership over the LRNRD programs, projects, and policies.
